<P>PROBLEM TO BE SOLVED: To provide a roller for a fixing device that has less variation in temperature and forms images without uneven glossiness from immediately after the start-up, and the fixing device. <P>SOLUTION: A roller for a fixing device is formed by laminating a first solid elastic layer, a foam elastic layer, a second solid elastic layer, and a mold releasing layer in this order on a core bar.
