<P>PROBLEM TO BE SOLVED: To provide a panel installation structure of a free access floor capable of miniaturizing a cover panel, making it light in weight, reducing the number of components, reducing the time and labor of assembly and costs, and preventing an area that can be effectively utilized on the free access floor from becoming narrow. <P>SOLUTION: A panel installation structure 40 of a free access floor includes a base isolation side panel 48 provided above a foundation floor surface 41 through a seismic isolator 44, a non-base-isolation side panel 52 provided above the foundation floor surface 41 without interposing the seismic isolator 44 and arranged holding an opening space 51 from the base isolation side panel 48, and a cover panel 42 disposed between the base isolation side panel 48 and the non-base-isolation side panel 52 and covering the opening space 51.
