<P>PROBLEM TO BE SOLVED: To provide a device for preparing an operation plan of service equipment or crews that can establish an optimum plan according to a state that a plan preparer is placed (for example, a state that the plan preparer wants to prepare a plan to acquire a high evaluation value even if it takes a time when a basic plan is prepared and a state that the plan preparer wants to prepare a plan in a short time to be acceptably given a little worse evaluation value when railway schedules are disordered). <P>SOLUTION: A device for preparing an operation plan of service equipment or crews includes an allowable time storage portion for storing an allowable time for preparing a plan, a preparation means characteristic storage portion for storing characteristic information about each plan preparation means (for example, the number of services and the relationship between a calculation time and plan quality).
