<P>PROBLEM TO BE SOLVED: To determine a communication distance based on the response time of a receiving apparatus with respect to a predetermined command. <P>SOLUTION: A random challenge reception control section receives a random challenge (RC) from a terminal on a transmission side, and supplies it to an authentication data generation section. The random challenge reception control section transmits an RC reception message indicating that the RC has been received, to the transmission side. The authentication data generation section applies hash processing to the RC, and supplies, to a response message generation section, authentication data obtained by the application. At timing before receiving a response request command from the transmission side, a response message transmission control section controls the response message generation section to generate a response message containing the authentication data, and when receiving the response request command, transmits the response message to the terminal of the transmission destination.
