In order that time partitions which do not need to be executed can be skipped, an OS (100) has, in one part thereof, a partition scheduler (21) which selects and determines the time partition to be scheduled next in accordance with a scheduling pattern containing a TP1, which allocates an execution time to a safety monitoring programme, a TP2 which allocates an execution time to a normal control programme, and a TP3 which allocates an execution time to a safety control programme. A processor periodically operates the partition scheduler (21) by running the OS (100). The partition scheduler (21) skips a TP containing a programme which does not need to be executed from among the TPs included in the scheduling pattern, according to an execution-result notification from a programme being executed in at least one of the time partitions TP1-TP3.
