The present invention provides a receiving device which is provided with a policy data storage unit for storing a policy level table indicating for each content a policy level representing the level of the screen display method for broadcasting and for an application, and for storing an output determining table indicating for each policy level the screen display method for broadcasting and for an application; an application executing unit for executing an application; a broadcast receiving unit for receiving a broadcast signal; a policy level comparing unit for reading out from the policy level table a policy level corresponding to a content included in the broadcast signal; and a policy adjusting unit for reading out from the output determining table the screen display method corresponding to the policy level and for instructing display in accordance with the readout screen display method of the display screen image of the content included in the broadcast signal and the display screen image of the application executed by the application executing unit.
