<P>PROBLEM TO BE SOLVED: To provide a manufacturing method for fine vegetable fiber with excellent production efficiency and a fine vegetable fiber-containing paper sheet with high strength. <P>SOLUTION: In producing a fine vegetable fiber, 0.1 to 4 mass% of a pulp suspension with Canadian standard freeness (JIS P8121) of 20 ml or less is prepared in advance, and the suspension is miniaturized by a high-speed rotary dispersing apparatus so that the weight weighted average fiber length is 0.30 mm to 0.80 mm and the average fiber width is 25 μm or less to provide a fine vegetable fiber.
