A location registration/attach request is transmitted from a communication terminal to a network control apparatus. The network control apparatus performs location registration processing for a mobility management apparatus based on the received location registration/attach request. Moreover, the network control apparatus transmits the user registration request to a session control apparatus and executes user registration and authentication processing. Then, result of the location registration and the user registration is transmitted to the communication terminal. Thereby, means for integrating control information is provided, as well as registration processing by cooperation between layers is realized, processing procedure performed by the communication terminal at the start of communication and processing loads are reduced, thus providing the network control apparatus and the like for realizing elimination of the connection delay.
