PURPOSE: A voltage generating circuit and a semiconductor device including the same are provided to prevent an operation fail by generating an internal voltage of a proper level. CONSTITUTION: A detection unit(510) generates a detection signal by comparing cell data with reference data. A voltage level control unit(520) generates a voltage level control signal by receiving the detection signal generated from the detection unit.
