PURPOSE: A method for providing an SIP-based VoIP service including a user connection state service and a device thereof are provided to prevent the occurrence of billing to a user before connecting to an actual counselor. CONSTITUTION: A call center server registers a receiving mode of a first user(310). If a call connection of a second user is requested through a representative number, the call center server confirms connection state information of the first user(320). If the confirmed connection state information of the first user is in a online state, the call center server processes an event for the call connection request of the second user according to the registered receiving mode(330). The call center server relays the call connection between the first user and the second user(340).
