PURPOSE: A ruler with a holder and a cutter is provided to be fixed on slippery objects by embedding a shaking prevention part and to cut target objects without a separate blade. CONSTITUTION: A ruler(110) with a holder and a cutter comprises a rail(120), a scale, a blade attach part(130), a fixing partition, a shaking prevention part(140) and a fixing unit(150). The rail is located in the center part of the ruler. The scale is marked on the ruler and the rail. The blade attach part moves on the rail. The fixing unit can restrict the movement of the blade attach part. The shaking prevention part is located at the lower end part of the ruler. The shaking prevention part is attachable. The fixing unit is included in the shaking prevention part.
