PURPOSE: A heater using a carbon fiber is provided to secure stability in an electric leakage by installing a heating element and a ground line in a receiving tube. CONSTITUTION: A filler(30) supports a heating element(20) and is filled in a receiving tube to surround the heating element. The filler is made of basaltic ceramic fiber. A ground line(35) is connected to a ground terminal and is received in the receiving tube.
