PURPOSE: An electronic coupon system, an electronic coupon issuing device, a method thereof, a terminal device thereof, and an electronic coupon generating method of the terminal device are provided to generate a coupon number in each user terminal by combining an ID number of the user terminal with a product number of a coupon image. CONSTITUTION: An electronic coupon issuing device(210) generates a coupon image about a product. The electronic coupon issuing device inserts a product number related to the product into a header of the coupon image. The electronic coupon issuing device broadcasts the coupon image to one or more terminal devices(221~223). One or more terminal devices extract the product number from the header of the coupon image. One or more terminal devices generate the coupon number by combining the extracted product number with ID information of each terminal device.
