<P>PROBLEM TO BE SOLVED: To provide a toner suppressing non-printed spots in characters even in long-term continuous printing, and to provide a two-component developer using the toner, and an image forming method using the toner or the developer. <P>SOLUTION: The toner for electrostatic charge image development contains, as an external additive, composite oxide particles (external additive (A)) comprising titania and silica, and hydrophobic silica particles (external additive (B)). The external additive (A) has a core-shell structure having a core portion comprising titania and a shell portion comprising silica. The content of titania in the external additive (A) is 75 to 95 wt.%, while carbon is included by 2.8 to 6.0 wt.% in the external additive (B). The two-component developer contains the toner.
