<P>PROBLEM TO BE SOLVED: To provide a per-provider service provision system and a per-provider service provision method which, when providing services using SMS short messages between different providers, can provide services as suitable for each provider so that a difference in services arising from the fact that different providers are concerned can be restricted. <P>SOLUTION: A contracted provider information assignment unit 22d of an IWMSC 22 has provider information assigned to text type short messages in advance. Based on this provider information, a short message protocol conversion unit 24g of an SMSC 24 converts a pictogram, etc. included in the short message to make them suit the protocols of other providers.
