<P>PROBLEM TO BE SOLVED: To allow tipping-up operation of a steering column under such a condition as the tilt angle adjustment and column length adjustment of the steering column are held. <P>SOLUTION: A tip-up mechanism 25, which tips up an upper column 16 of a steering column 13 from an operation position to a tip-up position, is configured to be different from a tilt angle adjustment mechanism 33 and a column length adjustment mechanism 37. When an operator who gets into/out of an operation seat steps on a pedal 44 of the tip-up mechanism 25, the engagement state of a lock pin 40 with the tip-up member 26 is released. The tip-up spring 47 energizes the tip-up member 26 so as to rotate around support shafts 31 and 32, so that the upper column 16 is tipped up in the direction away from the operation seat together with a handle.
