PROBLEM TO BE SOLVED: To solve the following problem: In decoding a stream with orthogonal conversion blocks of a plurality of sizes in one block, coefficient data of blocks with different processing methods is necessary to continuously process when coefficient data of orthogonal conversion blocks with different sizes are continuously input on a decoder side, which causes difficult efficient parallel processing.

SOLUTION: Coefficient data of orthogonal conversion blocks with the same block size can be continuously input on a decoder side and coefficient data with the same processing method is continuously input, thereby providing efficient parallel processing.
