<P>PROBLEM TO BE SOLVED: To provide an image reduction apparatus reducing an input image for highly efficiently transferring an image to a reception side where enlargement is scheduled in resolution conversion and to provide an image enlargement apparatus and a program. <P>SOLUTION: The image reduction apparatus includes an image analysis section 100 analyzing significance of respective blocks for holding resolution of a specified block when the input image is divided into the blocks and the image is enlarged by the resolution conversion; and a reduction processing section 200a performing non-linear resolution conversion for discriminating the block holding resolution based on information on significance analyzed by the image analysis section 100 and holding the resolution of the discriminated block while a rectangular shape is maintained in a horizontal direction block width and/or vertical direction block height unit of the block, reducing the input image and generating information on the reduced image required for enlarging the non-linear resolution conversion as side information.
