<P>PROBLEM TO BE SOLVED: To provide a data extraction device and a data extraction method that can facilitate extraction of actual measurement data suitable for fine tuning of a simulation model without burdening an operator. <P>SOLUTION: In a data extraction device 10 for actual measurement data input into a simulation model that predicts an operation condition of a plant and controls the plant, a feature analysis means 104 analyzes shape characteristics of time-series data of multiple pieces of actual measurement data acquired from the plant and shape characteristics of time-series data of simulation data about a state quantity output from the simulation model.
