<P>PROBLEM TO BE SOLVED: To provide a base station device capable of performing change settings of transmission power without giving a processing load to a terminal device as much as possible. <P>SOLUTION: A base station device 1 of the present invention includes a communication control part 21 which sets the transmission power of a downlink signal to a terminal device 2, while performing connection processing with respect to communication according to a request from the terminal device 2.
