<P>PROBLEM TO BE SOLVED: To provide a local agent for treating a dermatologic condition that affects the dermis. <P>SOLUTION: There are provided a thyroid hormone or a thyroid hormone-like agonist compound binding to either TR-α or TR-β with a binding dissociation constant K<SB POS="POST">d</SB>less than 5×10<SP POS="POST">-6</SP>M, and a whitening agent containing a pharmacologically acceptable base suitable for a topical application. As the phamacologically acceptable base, specific fatty acid, ester, and triglyceride are included.
