<P>PROBLEM TO BE SOLVED: To provide a data transfer system capable of transferring video data without degrading an image quality even when a network bandwidth cannot be secured. <P>SOLUTION: In the system where video data is transferred to a video receiving device 8 from a plurality of cameras 1a-1c through a network, a bandwidth usage rate calculation part 13 calculates a bandwidth usage rate of the network based on the data amount transferred from the plurality of cameras. When the calculated bandwidth usage rate exceeds a permitted level, at least one of the cameras transfers the data by changing the timing of data transfer. Or, at least one of the cameras changes the order of the data to be transferred for transferring the data.
