PROBLEM TO BE SOLVED: To provide a radio communications system in which coexistence certainty of a radio device in TVWS is improved.

SOLUTION: The radio communication device includes: a radio communication section capable of performing radio communication in a first frequency band which overlaps a first radio system and a second frequency band which does not overlap the first radio system; a first control section which executes at least any one of interference measurement in the first frequency band based on a measurement request or detection of another radio device in the first and second frequency bands; a notifying section which notifies a result of the interference measurement or the detection; a third control section that determines a channel and a maximum power level and controls the radio communication section based on first coexistence information including the channel and position of another radio device; and a fourth control section that controls the radio communication section based on second coexistence information including available one or more channels and a maximum power level.
