<P>PROBLEM TO BE SOLVED: To provide a water recovery system for a cooling tower configured to bring the cooling water into brought into contact with the air thermally conductively, so that the air extracts heat from the cooling water to generate a plume or steam, and the water is extracted from the plume. <P>SOLUTION: This water recovery system 40 for the cooling tower 50 includes a primary cooler or an intermediate cooler 44, a first circuit section 46, and a second circuit section 48. A water stripper 52 removes or absorbs humidity included in the air passing through the cooling tower 50. The first circuit section 46 has a liquid desiccant having heat exchanging relationship with bleed air 19, and the liquid desiccant removes humidity from the steam coming from the cooling tower 50. The water from the liquid desiccant including the water at a flash drum 55 rapidly evaporates (flashes) or vaporizes, and the concentrated solution or the liquid desiccant not including water remains.
