PROBLEM TO BE SOLVED: To widen a possibility for a user to select any selection candidate of contents by more accurately inferring the action of the user in simple configuration and varying selection candidates of the user action or a destination to be presented to the user.

SOLUTION: A car navigation system 10 performs action prediction processing for predicting the action of a user on the basis of an action history, an action habit that is a feature of an action which can be statistical from the action history, and general common sense stored in a general common sense data table 12e in accordance with user preference and user attributes. The car navigation system 10 further performs preference estimation processing for predicting user preference related to user destination selection on the basis of a category selection tendency, and an estimated category estimated based on abstraction characteristics stored in a category estimation table 12i in accordance with the user preference and the user attributes.
