<P>PROBLEM TO BE SOLVED: To provide a transmit power control method and user device that allow the support of both common and separate transmit power control commands to be applied to multiple channels. <P>SOLUTION: In a user device, transmit power control commands intended for traffic and control channels respectively are received and these commands are separately identified by resources. When the transmit power control commands occupy the same identified resources, then common transmit power control commands are applied to the traffic and control channels.
