PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method and a program for compressing images to improve reproduction quality.

SOLUTION: An image processing apparatus includes: a frame image generation part that arranges a first image and a second image side by side to generate a frame image; and a compression processing part that compresses the frame image in a macro block unit. The frame image generation part arranges the first image and the second image so that the boundaries of the first image and the second image coincide with the boundary of a macro block.
