A video image encoding device (100) is provided with: a co-located information determining unit (113) for determining whether a front reference block or a rear reference block functions as a co-located block and for determining whether a unidirectional motion vector alone is stored into a colPic memory (112) from among the motion vectors of the co-located block; a time interval predictive motion vector calculating unit for deriving the predictive motion vector candidates for the time interval predictive motion vector mode by using the colPic information stored in the colPic memory (112); and an inter prediction control unit (109) for determining to encode the motion vector by using the predictive motion vector candidate having the smallest margin of error with the motion vector derived from a motion detection from among the plurality of predictive motion vector candidates.
