<P>PROBLEM TO BE SOLVED: To improve issuance efficiency of an IC card by optimally setting feeding timing for feeding the IC card with reference to a recording operation of an image and a writing operation of electronic data for the IC card. <P>SOLUTION: A preceding IC card 201-1 and a subsequent IC card 201-2 are conveyed in a conveyance direction Y by a belt 302D of a conveyance unit 302. First time required for completing recording of the image by a recording head after writing electronic information to the preceding IC card 201-1 by a communication antenna 303 is calculated.
