PURPOSE: A multilayer coating layer including nanocarbon and polymer and a coated substrate having the same are provided to enhance process efficiencies and lower fabrication costs by forming a coating layer which has a laminating structure on a base substrate. CONSTITUTION: A multilayer coating layer including nanocarbon and polymer and a coated substrate having the same comprises a first polymer-coated layer(21) and a nanocarbon-coated layer(23). The first polymer-coated layer is composed of a first polymer having an amine functional group and a hydroxy group. The first polymer-coated layer is formed by a wet coating method using the first polymer solution. The nanocarbon-coated layer is formed on top and bottom of the polymer-coated layer. The nanocarbon-coated layer is formed into a nanocarbon material containing nanocarbon. The nanocarbon-coated layer comprises one or more of a graphene, an oxidation graphene, a multilayer graphene nanocarbon, an oxidized multilayer graphene nanocarbon, a functionalized graphene, a functionalized multilayer graphene nanocarbon, a single-walled carbon nanotube, a functionalized single-walled carbon nanotube, a multi-walled carbon nanotube and a functionalized multi-walled carbon nanotube.
