<P>PROBLEM TO BE SOLVED: To allow implicit knowledge owned by an expert to be incorporated in a workflow. <P>SOLUTION: An initial workflow 200 is set, and an action corpus 300 in which an action and position data are correlated is set. Then, position data of the expert is generated based on a visual field image of the expert and identification information of a visual field camera worn by the expert, and an action corresponding to the position data is extracted from the action corpus 300.
