<P>PROBLEM TO BE SOLVED: To suppress reduction of control accuracy of data in an upper hierarchy while suppressing reduction of convenience of the data having a hierarchical structure. <P>SOLUTION: A slice setting part 331 controls the position of a slice boundary on a CU-by-CU basis and sets a slice structure indicating how to divide a picture into slices so as to set one of CU boundaries to be the slice boundary. A slice structure coding part 332 codes slice header information including a slice boundary address calculated on the basis of the slice structure, and adds the coded slice header information to coded CU data such that a slice header is added before an LCU including the beginning of the slice.
