CELL BROADCAST CENTER AND MESSAGE DISTRIBUTION METHOD

PROBLEM TO BE SOLVED: To adequately select a serving general packet radio service support node (SGSN) even for coping with occurrence of failure in the SGSN in a system announcing occurrence of an earthquake or the like to a specified area by broadcasting, where an Iu-flux having mesh connections among the SGSNs and radio network controllers (RNC) is adopted.

SOLUTION: A CBC 30 comprises: a storage part 31 storing a distribution route management table retaining distribution route information showing a route to a distribution target area; a transmission part 32 transmitting messages to an SGSN and RNC on the distribution route determined by referring to a content retained by the distribution route management table; a health check part 34 performing a health check on a route shown by the distribution route information retained by the distribution route management table stored by the storage part 31; and an update part 35 updating the content retained by the distribution route management table according to a result of the health check.
