Provided are a solid electrolytic capacitor, which has a reduced height and low cost, and a method for manufacturing the solid electrolytic capacitor. A solid electrolytic capacitor of the present invention is characterized in being provided with: a valve action metal base body (11), which has an anode lead out portion (11a) and a cathode layer forming portion (11b), said valve action metal base body (11) having the cathode layer forming portion (11b) formed by folding the valve action metal base body; a dielectric oxide film (13), which is formed such that the film covers the outer surface of at least the cathode layer forming portion (11b); and a solid electrolyte layer (15), which is formed to cover the outer surface of the dielectric oxide film (13) formed on the cathode layer forming portion (11b).
