<P>PROBLEM TO BE SOLVED: To make it possible to grasp size and a shape of a coverage hole while suppressing increase in traffic accompanying measurement of radio environment. <P>SOLUTION: A radio terminal 100 of a mobile communication system comprises: a reception signal measurement part 111 performing measurement for a radio signal received from a base station 200 in the mobile communication system; a GPS receiver 120 for measuring a position of its own terminal; and a control part 130 controlling so that position information obtained by using the GPS receiver 120 is acquired as position information in time of migration, when the migration to outside of a service area of the mobile communication system and/or the migration to inside of the service area of the mobile communication system are detected.
