PROBLEM TO BE SOLVED: To provide a portable electronic apparatus, a switching control method, and a control program capable of easily turning on the power from a pseudo power-off state.

SOLUTION: A portable electronic apparatus includes: a display part 21; an operation part 11; a setting part 46 switches a pseudo power-off mode by which functions related crime prevention are available by the operation of the operation part 11 without supplying power to the display part 21, and a power-on mode by which all the functions including the functions related the crime prevention are available by supplying power to the display part 21; and a control part 45 switches from the pseudo power-off mode to the power-on mode when the function related the crime prevention is used while the pseudo power-off mode is set by the setting part 46.
