The invention relates to the field of materials science and can be used in construction. What is proposed is: a protective membrane-like waterproof and sound-insulating material comprising a lining layer in the form of a nonwoven cloth formed from an aluminosilicate or glass fiber with a volumetric density of 120 -150 kg/m2 and coated on two sides with a sheath of microperforated nonwoven polypropylene or of inorganic fibrous material and a shielding layer which is arranged on one side of the lining layer and is in the form of a waterproof material formed from an aqueous polymer-modified bitumen emulsion for cold application, wherein the ratio of the thickness of the lining layer to the thickness of the waterproof layer is 5-7.
