PURPOSE: A sectional moving picture providing device and a method thereof are provided to extract a section from a moving picture corresponding to a request message and transmit the section, thereby providing convenience to a user and reducing unnecessary use of a bandwidth. CONSTITUTION: A thumbnail image generating unit(130) generates thumbnail images. A metadata generating unit(140) generates metadata for the thumbnail image. A sectional moving picture metadata providing unit(170) extracts metadata matched with member taste information from the metadata. A sectional moving picture providing unit(180) extracts a section from a moving picture based on the metadata and transmits the section to a user terminal. The sectional moving picture providing unit receives a request message and extracts the section from a moving picture corresponding to the request message.
