PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit device for operating a semiconductor chip with a low power supply voltage and low power consumption even when a regulator circuit and a circuit such as an RAM which operates when a power supply voltage is supplied from the regulator circuit are incorporated into mutually different semiconductor chips. SOLUTION: This semiconductor integrated circuit device includes at least two semiconductor chips, and one of the semiconductor chips includes a reference potential generation circuit which generates a reference potential, and outputs this as a reference signal; and a functional circuit which develops a function according to the supply of a power supply voltage. The other semiconductor chip includes a regulator circuit which accepts the reference signal, and supplies the power supply voltage to the functional circuit based on this.
