PURPOSE: A method and a device for measuring a moving state of a moving body, and a device controlling system using the same are provided to detect a moving body without influences even though a layout of an entrance being installed in a measurement domain is changed by detecting the moving body with weight sensors being installed in the measurement domain. CONSTITUTION: A device(1) for measuring a moving state of a moving body comprises a weight sensor(11), a moving member detecting part(13), and an activity amount measuring part(15). The weight sensor is installed in a measurement domain and outputs weight signals according to applied pressure. The moving body detecting part detects a moving body in a measurement domain based on location coordinates of the weight sensors and weight signals output from the weight sensors. The activity amount measuring part measures an activity amount of the detected moving body based on a change amount during a period preset by weight signals output from the weight sensors.
