PURPOSE: Soil mulching paper for protecting the agricultural land, and a producing method thereof are provided to prevent the unnecessary growth of weeds. CONSTITUTION: Soil mulching paper for protecting the agricultural land is formed with recycled pulp paper(100) and coating liquid(300) attached to the bottom of the recycled pulp paper. The coating liquid is impregnated into an interlayer structure of nanoclay. The coating liquid contains 100 parts of water by weight, 3-10 parts of soybean protein by weight, 3-10 parts of milk casein by weight, 30-60 parts of fish liquid fertilizer by weight, and 3-10 parts of fish powder by weight. The coating liquid additionally contains cationic starch to be attached to the recycled pulp paper. Second coating liquid is coated on the lower side of the recycled pulp paper. The second coating liquid contains a medical herb extract, a gelatin solution, and fermentation stevia liquid.
