PURPOSE: An entropy coding method using an index mapping table, an image encoding/decoding device using the entropy coding method, and a method thereof are provided to rearrange an index mapping table according to conditions. CONSTITUTION: A table index calculating unit(3100) maps an inputted codeword on a code number by referring to an inverse codeword mapping table. The table index calculating unit calculates the mapped code number by a table index. An inverse index mapping table calculating unit(3150) updates an inverse index mapping table based on one of an accumulated generation number and a consecutive frequency of code numbers, sub-encoding information of an adjacent block, and threshold value information. The threshold value information updates an inverse index mapping table.
