PURPOSE: An MME(Mobility Management Entity) back-up apparatus and method thereof are provided to register an idle state terminal registered in a first MME in a location of a second MME by separately managing TA(Tracking Area) list and base station information. CONSTITUTION: An MME back-up apparatus(26) establishes a connection between base stations which contact to two or more MME located on an MME pool. The MME back-up apparatus manages a TA list and base station information managed by the MME. The MME back-up apparatus transmits a control message to a base station which provides the TA list based on the TA list information. The MME back-up apparatus controls an idle state terminal in order to register a location in a second MME. The location of the idle state terminal is register in a first MME which errors are generated within the pool.
