<P>PROBLEM TO BE SOLVED: To transmit data with low delay regardless of the situation of a data transmission line. <P>SOLUTION: A rate control unit 212 adjusts the transmission rate when transmitting data, a buffer control unit 211 resizes a transmission buffer 211a for temporarily storing the data based on the transmission rate, and controls the transmission buffer 211a to temporarily store the data smaller than the addable size, that is smaller than the size of the transmission buffer 211a, and to output that data to an RTP transmission unit 113. The RTP transmission unit 113 transmits the data, output by the transmission buffer 211a, at the transmission rate.
