<P>PROBLEM TO BE SOLVED: To transmit data with little delay irrespective of the state of a data transmission line. <P>SOLUTION: A rate control unit 115 adjusts a transmission rate in transmitting data, and a buffer control unit 112 changes the size of a transmission buffer 112a for temporarily storing data based on the transmission rate and reads out the data stored in the transmission buffer 112a for output to an RTP transmission unit 113. Then, the RTP transmission unit 113 transmits the data output by the buffer control unit 112 with the transmission rate.
