<P>PROBLEM TO BE SOLVED: To provide a conditional reception system that has high reliability at low cost while making it possible to encrypt an autonomous broadcast content, and without requiring password input operation of a user. <P>SOLUTION: A sending device 14 encrypts a broadcast content with a scramble key converted using viewing restriction release data, and sends the content with the scramble key before the conversion included in a peculiar ECM to a digital television receiver 21 being a distribution destination. A card adapter 24 in a broadcast reception system 20 allocated between the television receiver 21 and an IC card 26 decrypts the converted scramble key used for encrypting the broadcast content based on the scramble key before the conversion extracted from the peculiar ECM and the viewing restriction release data read out from a prepaid card 31, and sends the scramble key to the television receiver 21 when an ECM received from the television receiver 21 is peculiar to the sending device 14.
