<P>PROBLEM TO BE SOLVED: To provide a device, especially a self-adjusting torque device, for supplying a material or collecting waste by a winding system. <P>SOLUTION: The self-adjusting torque device includes: a driving module which is connected to a power input apparatus and has a force that is a first tension generated by the power input apparatus; a driven module, which is connected to a winding material and has a force that is a second tension applied on the winding material; and an adjusting module, which is connected to the driving module and to the driven module and adjusts a distance between the driving module and the driven module by use of the second tension force so as to keep the second tension to be consistent with the first tension.
