<P>PROBLEM TO BE SOLVED: To provide a tool holder which can easily, further properly adjust rotational balance, and moreover has no risk of projecting a member for adjusting the rotational balance. <P>SOLUTION: The tool holder 10 includes: a holder body 11 having a tool detachable part 12 and a shank 13; and two balance rings 21A and 21B which are annulus rings attached relatively rotatably to an outer periphery of the holder body 11 are formed in terms of a first weight distribution in one semicircular area in a peripheral direction, and formed in terms of a second weight distribution heavier than the first weight distribution in the other semicircular area in the peripheral direction.
