PROBLEM TO BE SOLVED: To more accurately detect a character overlapped by a transmission image.

SOLUTION: An image processing circuit 10j which detects a character from an image including a first image expressing a character and a second image expressing a translucent object is provided with a histogram calculation part 103 and a character pixel discrimination part 104. The histogram calculation part 103 calculates the frequency of appearance of pixels of each brightness, in each of plural blocks obtained by dividing an overlap area that is an area in which the second image overlaps the first image. The character pixel discrimination part 104 detects the character from the overlap area on the basis of the frequency of each brightness of each block.
