When accidents such as oil leaks occur in a river or sea, effective operations using equipment have been performed until now, for instance, numerous fishing boats are dispatched to the sea in order to distribute and gather absorption fabrics, and on land, oil pushed out to the shore is drawn with buckets such that water and the oil are transferred to a container and absorption fabrics are distributed to suck the oil. Thus, in order to be sent to and used at the scene of the accident, the present invention comprises an oil skimmer and an oil-water separator, wherein: the oil skimmer allows pushing or pulling forces to be applied by waves while an inlet port of a lower body, which is submerged in the water to maintain buoyancy, is connected with an inlet port of an upper body for maintaining buoyancy by floating on the water, so that the inlet ports are maintained on a surface of the water at all time, thereby taking in oil and water on the surface of the water; if said mixture of the oil and the water is separated by a weight difference in the inside of an oil-water separator tank, water leaks from the lower part through one pipe having a valve of proper height on the outside of the tank and the oil leaks from the upper part; particularly, since a lower water outlet port is adjacently installed on an upper oil outlet port, a water level inside the tank is adjustable; and it is possible to store only the oil within the tank when necessary, thereby enabling the oil skimmer and the oil-water separator to be loaded on a vehicle or a ship even while moving.
